Understanding hazards and risks in civil protection

The growing number of events with a negative impact on people, animals and the environment demonstrates the importance of understanding current and future hazards and their risks.

Switzerland is periodically affected by events that threaten people and their livelihoods or impose significant constraints on everyday life. Natural hazards, technical disruptions or geopolitical tensions can unexpectedly develop into disasters or emergencies. The increasingly interconnected nature of modern society, the growing dependency on ever more complex systems, advancing urbanisation and with it the high concentration of people and material assets all increase the potential impact of such events.

Managing disasters and emergencies in order to protect people and their livelihoods is therefore one of the greatest challenges facing civil protection in Switzerland. To deal with major events (disasters, emergencies, armed conflicts, etc.) effectively, it is crucial to understand the relevant hazards and their risks.

Integrated risk management ensures that risks are regularly and systematically reviewed and addressed through coordinated measures in the areas of preparedness, response and recovery.

Hazard analysis and risk assessment provide the foundation for risk-based action planning and incident management, safeguarding the population and ensuring a well-prepared and resilient Switzerland.
