Integrated risk management in civil protection

Integrated risk management (IRM) plays a central role in responding to disasters and emergencies in Switzerland.

In the context of civil protection, IRM is a comprehensive and systematic approach to minimising or mitigating risks to people and their livelihoods.

Key aspects include recording the risks of harmful events in as much detail as possible, engaging in dialogue with the relevant stakeholders, and reducing the identified risks to an acceptable level through suitable measures following an appropriate assessment.

In this context, the term ‘integrated’ (i.e. comprehensive) applies to the entire process, from risk identification and analysis, to risk evaluation and assessment, action planning and participation.

  • Integrated risk identification and analysis: Considering all hazards relevant to the population.
  • Integrated risk evaluation and assessment: Applying individual damage indicators and considering ecological, economic and social sustainability criteria.
  • Integrated action planning: Considering the full range of measures in the areas of preparedness, response and recovery.
  • Integrated participation: Involving the relevant decision-makers and specialists as well as those affected in the analysis, planning and implementation of measures.
