Safe Haven for Cultural Property

At the request of a third country, Switzerland provides a safe haven for the safeguarding of cultural property threatened by armed conflicts, disasters, or emergencies. The safekeeping in trust is carried out in accordance with a treaty (bilateral agreement) between the Federal Council and the government of the third country. As long as the cultural property covered by the treaty is in Switzerland, third parties cannot assert any claims.

The Cultural Property Protection Division at the Federal Office for Civil Protection (FOCP) is responsible for all issues relating to the safe haven and informs the respective third countries during the UNESCO meetings. It also coordinates the collaboration with the other federal agencies and works closely with the Swiss National Museum, which ensures the optimal storage of the safeguarded cultural property.
